@Helix right, the problem are the

  1. quantify the environmental impact of anything (the whole chain, production, transport, disposal).
  2. force those entities to pay, due to globalisation there multiple government involved.

Sadly, Environmental impact doesn't about boundaries.
Even worse, it impacts more fragile and poor societies.

This is so unfair.

And I know, I'm only writing from a rich West/North country.

I got this argument too often "water/electricity/gas is cheap , why care about saving it?".

Money is not the metri to everything, and in the long run the cheapest options is really expensive.
