I'm in the US, so it could be different, but are they sized to slide over the hose and onto the nut, so you can get a bit more leverage on it when you hand tighten onto the tap? I had a dishwasher hose come with something similar.

Usually it's the maintenance person(me) doing the adjusting, but Google the module number on the side of the flush/faucet and it will tell you how to change stuff

Usually those are just a light sensor or a motion sensor set to a specific distance. Glitchyness is caused by it not seeing the right amount of light or distance set wrong or batteries being out of juice. Depending on the model you can change the program settings.

Pretty sure they bought the skating rink in federal way as well! Super cool to learn about stuff in my community like this.
