I'm pretty sure this was already the case in some games before, depending on the netcode of the game.

The old FAQ said:

What if a borrower is caught cheating or committing fraud while playing my shared games? Your Family Sharing privileges may be revoked and your account may also be VAC banned if a borrower cheats or commits fraud. In addition, not all VAC protected games are shareable. We recommend you only authorize familiar Steam Accounts and familiar computers you know to be secure. And as always, never give your password to anyone.

If it's a game with VAC it probably always worked as described above, but for example: People in Fall Guys did use this trick to avoid getting banned for cheating until they turned off Family Share for Fall Guys shortly after release.

Assuming it is store country that is checked: Simply VPN-ing doesn't change that. Instead you have to make a purchase in the new place with "a payment method from the region you have moved to". From experience this locks your account to the new region for 3 months. What would be interesting to know is if you can be in a family and then change regions afterwards without getting auto-kicked.

Needless to say, my experiments ended at trying to see if they have any kinds of restrictions in place (unlike for the original family share) and I don't wanna buy a throwaway game and lock an account into a different region for 3 months just for shits and giggles.

I experimented around with it in the beta out of curiosity.

Failed to accept the family invite. Your account must be in the same country as all current family members.

I'm assuming this is based on account region (i.e. purchase region) and not IP.

Money is not what makes it legal/illegal. But asking for money is definitely poking the hornet's nest.

What really rubbed me the wrong way with ffxiv's monetization past the regular subscription was the additional retainer service.

I know it's not a large benefit to have, even if one's main focus is on crafting/AH gameplay, but it still annoys me to no end that I could be more efficient by forking over an extra 2USD up to 6 times (iirc) PER MONTH. This means to max out one's efficiency, one has to nearly double their monthly sub. Ultimately this was one of the many small frustrations with that game that lead to me dropping it, despite overall liking it.

Without knowing any specifics of the TOS or the exact setup beyond what I could gather in this thread: generally speaking they could still send you a bill through email or otherwise.

After that, if you're not paying up, they might be able to successfully get the money out of you through court regardless, depending on a few factors. What's more likely for smaller sums is that they'll just drop it and ban you though.

If we get access too all future updates, Dwarf Fortress is my clear #1 choice.
If we also assume that the game will forever have an active enough userbase that lack of players won't be a detriment: Infinity Wars as my #2.

If we assume no updates, no mods and no guarantee of users: Tales of Maj'Eyal and probably some 4x or grand strategy game, it's a tossup between Civ, Gal Civ, and Endless Legend, maybe even one of the Total Wars.

It definitely lives and dies by the execution. I can definitely see a universe in which the adaptation is just as great if not better than the source material, but also a universe in which it'll be hard to watch.

I read the manga on a whim when I saw the cover-art and fell in love with it. I got my fingers crossed that whatever studio is doing this can nail it.

The manga itself does a great job of extracting humor out of the juxtaposition between zombie/horror tropes (but with cute cats) and the survivors who are all cat-fanatics, but while they love cats, they also have to avoid cats (and sometimes even have to inconvenience the cats). It sounds stupid, but with the manga playing it very straight, it turned into one of the funniest things I've ever read. It might not be for everyone though. I also need to shoutout the artwork in the manga, the cats are drawn really nicely and contrast well with the gritty, apocalyptic world drawn around them.

Not every meal in a "$x/plate" restaurant is gonna cost the same though. It's not hard to reach a disparity between the cheapest and most expensive reasonable meal (similar sizes) of around a factor of 2 at many restaurants.

Why is the server getting twice the tip if I order the most expensive plate and dessert vs cheapest plate and dessert?

It's organized by the European Broadcasting Union which includes a lot of countries in Northern Africa, some countries in the Caucasus region and some of the countries inbetween.

Australia also joined Eurovision though despite not being a member of the EBU...
