As a casual Warhammer enjoyer aka I read wiki lore, is the shovel special in some way or is it just a normal steel shovel?

If you dont want certain rooms heated you close the doors to those rooms. And place the heater such that the airflow goes trough the rooms you want heated.
Also the house should be heated evenly unless you have really poor isolation and that should be addressed way before the minutia of heat pumps gets discussed.
Make it expensive to change the weight of a product. Standardize the size and weight of a given type of product. Require the packaging to alert consumers that the weight have changed in the last year and how much it has changed. Tie the trademark of a given product to a certain weight.
Are these good ideas? I don't know, I literally made them up just now while shitting. I am sure the president of the United States could hire at least one dude to come up with better ones.

Why is it the only chair available? Why can't it be replaced? Who decided to put that chair there and why does that person thing its sufficient? Why do you require a chair in that yard? Is it someones yard or is it a public space that happens to have a plastic chair?
Could you answer at least one of these questions. Any information that isn't just a picture of a broken stool would be nice.
