They were built La Brugeoise of Brugge, Belgium, and TATRA of Czechoslovakia licensed from US firm Presidential Conference Committee (PCC) after WW2.
San Francisco imported a "EuroPCC" from Brussels, and painted in Zurich colors in honor of its sister city Zurich, which as you can see, runs similar cars.
