The fear of water is a neurological symptom; when those show up rabies is almost guaranteed to be fatal. Assuming this wasn't a troll post, they wouldn't need to worry about going to the doctor (or rather, not) for much longer anyway.

I have to think it's a troll, to mention a fear of water is one thing but it's too knowing to relate it to a dog bite.
You can see a couple of patches where the original text has been erased but not entirely.

It may not be fake. There's a fairly new disorder called ARFID that the kid may be dealing with.
It's worth talking to a pediatrician in this situation.

I hope it's fake, but that's textbook rabies my friend. Once you've hit that point, you should still talk to a pediatrician but it's just to make them comfortable, it's too late.
