500,000,000 deposits @ $0.10 refund = $50,000,000 worth of refunds.

That doesn't seem right. Melbourne must be rich!

Eh, SA has had a CDS program since 1977, I imagine they've paid out a fair bit more. Also the funds for the CDS program aren't coming from the governments budgets, companies have to contribute 10 cents into the program for every bottle/container they sell. So in reality, the government would probably make a profit from it considering how many cans and bottles don't get recycled through the CDS.

Also, in case you're from the other side of the pond, 50M AUD is only worth about 33M USD or 26M GBP, so it isn't very much

Divided by the 6.6 million people in Victoria it adds up to $7.50 per person, over about 6 months.

Council contractors also can claim the deposit for anything received at a materials recovery facility.

It's intended for paying for the processing of the recycling.

Yeah that makes more sense. Probably half or quarter the numbers and you have a closer number.

I would love to know the total number that went to recycling plants in that 6 month period too

They're probably making money off of this because as soon as the program became active, mysteriously everything went up by 10 cents.

Yes you pay the 10c on top as it's your duty as the buyer to then bring it back for your 10c.

It works in Germany the same way.
