Open science, open research or open scholarship, is an increasingly important discussion topic. However, it can be difficult to know where to go for information. This subreddit will collate the latest from the world of open science, including but not limited to open access, open data, open education, open peer review, and open source.

The Wikipedia article on Z-Libraries suggests that the main domain is purposefully free of any pirated stuff. The article of the publishers is talking about the importance of also shutting down sites that link to the pirated sites. So it sounds as if only the sites with scholarly content are blocked in France, but not the main page.

IPFS has I think proven itself to be censorship resistant...
Is it just the domain names or they targeted their cloud providers as well?
In any case they should be using distributed protocols.
