Web Clipper allows you to quickly capture any webpage to OneNote where you can easily edit, annotate, or share it.

I still have the add-on installed and it is working just fine. If I remove it, I won't be able to re-install it.
This feels like another dishonest statement pushing users towards Edge.

Please, upvote this issue on their feedback portal and preferably, add a comment too. Spread the message to fellow Firefox users.

The Archive.org Wayback Machine has a copy at https://web.archive.org/web/20230314134254if_/https://addons.mozilla.org/firefox/downloads/file/4038541/onenote_clipper-3.9.0.xpi

I haven't tried to load it to see if it will verify (i.e., whether it's a perfect copy).

According to a cached copy of the old page, it was released under the MIT license, which would make it free to modify and redistribute subject to some minor notice requirements. So it can live on if someone wants to move it forward. (There seem to be a lot of repositories on Github, but perhaps not specific to Firefox?)

One would think that Firefox would have a command somewhere to re-export the currently installed extensions. Useful for migrations, replications etc.

They are located in your profile directory under extensions.
Finding them is more challenging for most, since most don't have named IDs. I am willing to bet this one does though.
For addons that don't, you can find the ID by going to the addons page, hitting "debug addons", then looking for your addon on that page where it will list the "Extension ID", which should be the name it's saved under.
