The "mod virus problem" will never truly be solved. New infected mods are always popping up, and always will be. It's an easy way for hackers to infect computers, since kids blindly install random mods all the time. Only install trusted and well-known mods, and only download them from trusted sources, to minimize risk.
They're talking about fracturizer which was a virus that WAS in "trusted mods" (BetterMC modpack) and on a "trusted source" (Curseforge). I get what you're say but in this specific case there have been steps taken to ensure fracturizer doesn't infect any more mods.

I think so, and in Phoenix’s vid on it he has links to a program that scanned all of your pc’s jar files for the fracturiser trojan
