I hear to access social insurance benefits having a Personnummer alone is not enough and one has to "register" with the social security agency as well. Firstly is this the case? Will they not lay out if you are not registered...Secondly, does anyone have any insights on how to do this as I cannot seem to find the right forms or the right page for this registration?

Yes you need to register, just follow this guide https://www.forsakringskassan.se/privatperson/flytta-till-arbeta-studera-eller-nyanland-i-sverige/flytta-till-sverige
