We got almost 6 inches in my neighborhood. It was a really big deal.

Why? Granted I'm from NYC so... Issue here seems to be that a lot of the storm drains weren't really maintained, hence quite a bit more flooding than is reasonable.

It's mostly that our soil is hydrophobic and does not absorb water, the water just runs on top. It's why flash flooding in deserts occurs so quickly. In many other places 6 inches wouldn't be as big of a deal.

Also we got 6 inches in 24 hours. It's still pouring.
