The Pacific Northwest is like this a lot in the summer. I'm from Texas and have never spent time there in the fall or winter, but I don't think it's that terrible.

Winter = yay cute jackets and scarves, but oh no, I live in Australia and work from home and rarely go outside, so there are about three days where I do venture out and it's cold enough to wear my cute winter clothes.

On the coldest nights, I keep warm by thinking "at least it's not summer".
