I'm having trouble with drowned not spawning from a spawner I suspect due to y level requirements. I had a look online but couldnt find any blockdata about spawning requirements. Is it possible? If not is there a fabric 1.20.1 mod that will let me do the same thing?

Spawners don't naturally spawn drowned, but you could drown zombies after they spawn. Usually you want complete darkness for a spawner to generate mobs.

There are Minecraft wikis out there that detail the requirements or details of mobs and blocks.

Yeah am just buildin a modpack for myself have a 1% chance mobs drop eggs and can use create to move spawners. Was just wondering if i could make it possible with a datapack but suspect i cant just set some nbt in the spawner to make it happy with drowned. Would changing the biome to rived help? Or are drowned just out of the picture entirly.

You need to do that, it is actually a bug that was fixed in a snapshot two weeks ago: https://bugs.mojang.com/browse/MC-131646 So it won't be in 1.20.1, but in 1.20.3 when it is released. You could search if a mod backports/also adds that fix.
