"It's a very significant change that's proposed to our constitution, and if I thought it was going to provide the practical outcomes in Indigenous communities, then it would be a different story," he said.

The minister said while the work on Indigenous Affairs would continue no matter the result of the referendum, she remained hopeful and focused on its success.

He said he would wait to see how the Australian people voted, adding that the prime minister should "feel blame" if the proposed constitutional change was unsuccessful.
