I just went and tried USB A-C with 4 different portable chargers I have and all of them worked just fine.

Edit: Oh, wait, this article is specifically about USB-C chargers. Still odd yours isn't working with USB-A!
Both my portable chargers clearly label an input port different from a charging port. In my case the input is Lightning and charges through two usb-a …. So you can use the same cable for both, on older iPhones.
Looking online at the charger that article is about, clearly labels usb-c as input only. I suppose the description can hold be in response, but the picture shows it labeled on the device.
Make sure you plug it in the correct order, or it will try to charge the charger
How? There are only two possibilities and neither works
I’ve heard other scenarios of funky behavior with new devices. The new iPhone might see the charger as a device to be charged, not one that will charge the new iPhone.
