By cultivating sea lettuce in process water from the seafood industry, they have significantly increased its protein levels, effectively recycling nutrients that would otherwise be lost.

The technique to extract protein doesn't require this step but would the product still be considered vegan if it was grown with this seafood run off?

I suppose it is the same question as asking if a diet is still vegan if the plants are grown with animal based fertilizer.
