I searched the article for the word Inuit and found no results. If you’re going to make such a broad claim then you need to address the most glaring counterexample. The Inuit people’s traditional Arctic way of life is almost exclusively based on hunting: whales, seal, polar bears, muskoxen, caribou, birds, and fish. They wear clothing made from fur and sealskin, they make tools out of bone, fuel their fires and lamps with oils and blubber, and even build boats out of animal skins.

You can ask these people to switch to a vegan way of life but they cannot achieve it without abandoning their traditional way of life.

No one is suggesting that idea as vegans are focusing on people who live in agricultural land.
