Pretty sure he can't, unless the law distributing it had some provision for it.
Two ways:
- If Republicans control both houses of Congress, they can simply change the law via reconciliation
- He can tie up the spending in pointless bureaucratic procedure indefinitely
He might as well change his campaign slogan to "burn, baby, burn!" I'm sure plenty of his deplorables would cheer it.
