These are pretty strong for getting initial punches in. The most damaging round is the first one, before everyone has run for cover. Being able to saturate a large area on the first round is a big deal, particularly when paired with the arty systems that and put multiple rounds on target simultaneously, giving you a larger coverage area.

Whose cluster bomb is this? Russia has been using them this whole time. It's my understanding the Ukrainians are more interested in taking the cluster bombs apart and using each bomblet as a done bomb. Using cluster bombs offensively means you have to advance through the unexploded ordinance you just dropped, since the dud rate is anywhere from 3-40% depending on who made the bomb.
Ukraine received these as a stopgap until artillery shell production catches up.
I wonder where they're applying them. Presumably not in areas they intend to push through.
