At least in North America there is actually a system of continuously operating receiving stations (CORS) that track the movement of the tectonic plates in real time constantly. The current move of the US Geodetic Survey is creating a datum using those stations that will have less stationary point data and more like points with vectors because it will move and adapt as the North American plate spins and shifts over the mantle
