Putting my feelings of Musk to the side and he most likely wanted no other solution than Tesla cars on the road.
But...I can't find any support for the information in the title. Journalist Vance is quoted seemingly just airing his own conclusion on what Musk wanted or not.
Do we really need this grasping for straws posts about Musk when we already have tons of better and more substantial pieces?
I heard (not verified) that Musk had really bad inconsistencies when he was explaining how the Hyperloop should work. If looks like he was making stuff up
