Would something like Car Park Pedestrian Warning System, Car Warning System, or vehicle exit warning sign answer the first part of your question?

In terms of law... no idea... but noise regulations during night hours is the first thing that comes to mind.

If it's just the lamp itself, probably "beacon light" or "strobe light".
