Can't read the article, is this to cover his legal costs when he testified during the royal commission?

It is to be to defend against potential prosecutions arriving from the RC - it seems like he is likely one of the people named in the sealed section.

Ok that annoys me. If he is named in the sealed section it'sfrom his own incompetence. That means pay your own legal bills
