If they are okay with increasing their population with new kids and new immigrants, then new fuel will be needed. Germany is cold. Also, by not subsidizing ANYTHING - no food stamps for single mothers or discounts for seniors or free schooling, they'd immediately see people have fewer kids, build smaller houses, buy smaller cars, and by fewer trivial items. Then, people would focus on the most bang for their buck and not take money and belongings for granted. If you cannot see the connection, you'll keep getting poor results. People want the impossible and then whine and scream when the impossible doesn't happen.
