Why? What's the motivation?

From my own experience I'm much less likely to get shitfaced if I have a joint - just happily buzzed.

And are people smoking a bit of grass really that worse than the vomiting, comatose people these events normally produce?

The motivation is to stoke fears in people that are against cannabis. For the conservatives like CDU and CSU party every change is bad. They even promised to illegalize weed once they are ruling again
