"Housing isn't a primary federal responsibility," he said. "It's not something that we have direct carriage of."

This certainly wasn't what he was saying during any of his elections campaigns. Imagine trying to win a election as a leader of a country and saying something that afflicts a significant population isn't your responsibility.
