That's already available now as the Smart Fortwo Electric, and it's nearly $30k.

30k is a problem. It's in the same price bracket as inexpensive ICE SUVs.

I'm not saying it isn't. I'm just saying you'll likely never see one brand new under $10K like you want, or even under $20K.
