I remember a company called Gravitricity trying to implement this. As far as I know theyve got a small scale demonstration and are scoping out sites for full scale operation.

Always wondered why it hadnt caught on. Seems like a nice alternative to battery banks and we already use stored hydro so the concept is sound.
