Unfortunately, food insecurity is a class issue, and a lot of underserved communities only have affordable access to highly processed foods. There is a valid argument that this tax will disproportionately impact the poorest people, at least, in the near term.
That said, the solution also needs to address the root cause of that problem; affordable access to healthy food. While unpopular, this will undeniably be a positive in the very long run.
