The title is shitty, as the article says
"Beijing won't let military-grade Loongson kit cross the border to Russia, or any other nation."
You can change it to "China reportedly bans export of Loongson chips to Germany" or "China reportedly bans export of Loongson chips to Nepal', while its content and "applicability" remains the same.
Yeah, the framing in the article is pretty misleading. What China says is that it treats these chips as restricted tech and doesn’t export them period. There is plenty of tech that Russia doesn’t export to China either, and there’s also tech that US doesn’t export to its allies.
