Do the fans deserve better? If they mindlessly pre-order and buy every yearly release regardless of quality or reviews... they get what they paid for.

Same with most sports games that are just yearly roster updates at full-price, same with Pokemon, other rushed franchise installments, etc. Obviously, this is mainly the fault of greedy publishers, but the point remains: they couldn't get away with this if people didn't jump to buy the newest game installment every year.
