Speaking at the U.N. on Sept. 23, Russian Foreign Minister Sergei Lavrov claimed that Moscow was open to negotiations with Ukraine but not a ceasefire.

What's to negotiate? How much of Ukraine to give to Russia? That's no negotiation, that's capitulation. Russia must get out of Ukraine.

Exactly. There is nothing to negotiate, just leave all Ukraine and pay for the damage you have inflicted.
