Title, also I'm not sure if this post will even work if the instance is down but I figured it was worth a shot.

There's an issue with a query that runs sometimes that locks the database until it's finished. That generally why things appear to be down sometimes. It takes a couple of minutes and then everything works again. I'm hoping that it's fixed in the next version when we update.
