Designed by a cold-war military engineer with a goal of a nuke-proof communications system and grown on the funded backs of colleges in its early life until the AOLs and ISPs of the world turned it commercial, I just can't see which day in its existence it was anarchist; let alone 'always'.

Did I get the history wrong?

i think the point is more emotional or directional, despite the weight of centralized capital and state we have pioneered many amazing weird little projects on this internet. even thought it was heavily commercialized thousands of unique subcultures and open source movements have thrived. so you're not wrong but i just believe the piece is getting at something else

Ah, so a completely a false assertion that the Internet was anarchic at any time and on any level, as the history may be somewhat accurate, except from that vine we're supposed to pluck a fruit of a completely different nature?

Is this like when the arborist grafts something like a banana tree onto a mcIntosh plant and root system? I feel like someone's playing Dr Frankenstein with the facts.
