The budget dropped from 840 million to 823 million.
17 million would have made zero difference in the outcome.
Hurricane force winds are going to carry embers far and wide regardless of whether the fire department has 840 million or 823 million.

Maybe just maybe that number could increase instead of decrease, with the reality of climate change.
