Purely a kids movie, or..?

If its the same type of movie as Mitchell's vs the machines, its watchable by child-less grownups, imo. But if its in the type of the 2012 Nickelodeon TMNT series, its for kids.

I don't think I've yet seen a TMNT show or movie that can beat the 2003 series

From the reviews I’ve seen, everyone can enjoy it. I hope that’s true because it looks good
