  5. No hate speech, slurs, celebrating death, advocating violence, or abusive language. This will result in a ban. Usernames containing racist, or inappropriate slurs will be banned without warning

Why would they bounce? The Treasury department takes orders from the President, not Congress.

The President cannot direct the Treasury to send money without congressional approval due to the U.S. Constitution's Appropriations Clause, which grants Congress the exclusive power to authorize federal spending[3][4].
