The Guinness Book World Record titleholder currently (as of 2013) is for a car named Mirai, https://www.guinnessworldrecords.com/news/2012/9/mirai-the-worlds-lowest-roadworthy-car-video

Yep, both aren't street legal. Both do have a real person inside "driving" it. Also a youtube search has several other projects tempting the status for world's lowest. 😁
