Pedos and sociopaths don't chooses to be those things. But we can agree they are bad for society

I would disagree on both. They are conditions. Not every pedo goes and hurts children and not every sociopath turns into a serial killer. With sociopaths these often do important stressfull jobs lile surgeons since they can handle the stress better and dont break on the things they see

Reasonable people also agree that unless they have ~done~ something, rather than just ~be~ something, they're fine.

Assuming they've never done anything egregious in the past, yeah. Anything else is a thought crime and prejudiced, and not a system good for a government.

If you knew they were one of those?

Yes. People cannot help what they are. They can help what they do. That's the difference. I don't care what someone thinks or believes, that's between them and themselves. Maybe God, if you're a believer.

What I care about is what people do. Every person has vile things they WANT to do, impulses they choose not to act on. None of us are purely innocent in our own heads. As long as it stays there, there's no reason to condemn someone.
