Total word salad.
I don't care where the companies are. I care where the chips are. And now, more of them are in North America.
Yeah from a US perspective this is one industry that is directly tied to economic and militarisitic domination. You must have fabs to be a real global power.
Seems like another way Trump wants to kneecap the US.

Without any context it almost sounds like he was hoping to nationalize a chip company. Knowing Trump, he means that only the "bad" chip companies (i.e., he can't name them so they don't matter) were incentivized by the act to build in America.
He probably thinks it's potato chips and not computer chips. He can't imagine it would cost so much to produce potato chips.
Maybe he went to a chip factory and had a few legitimate complaints?
"Have you seen these chips they're making? They're too small. Too small. Everyone is saying it. You would need too many for them to make a good snack. And they have these tiny, sharp... little sharp metal legs. Someone would choke on them. They didn't even potatoes there. I asked them, 'what are you making these chips out of?' And do you know what the guy said? He said silicone. Who would want to eat something made out of breast implants. It's disgraceful."
It means “it was popular and/or successful but not my idea so it’s bad”.
