"Canadian trucker problem" Monero fixes that, right?

If Monero can be a solution then it should prove itself when the time comes, not "in hindsight."

People need basic necessities like water. Can Monero address the problem?

Well, yes, you can't use any digital currency if you don't have electricity/internet, XMR is not magic ๐Ÿ™ƒ
But nothing prevents you from sending XMR to someone who organizes fundraising (e.g. for buying & delivering water to those who need it) from a place where they have electricity and internet access.

Sending food is definitely a good idea (provided you are in the same country, and the post still works).
Sending XMR is sending money :)
