As per the linked FAQ,

What platforms will Sid Meier's Civilization VII be available on?

Sid Meier's Civilization VII will be available on PS5, PS4, Xbox Series X|S, Xbox One, Nintendo Switch, and PC via Steam (which also supports Mac and Linux) and the Epic Games Store.

The Steam store (preorder) listing shows all three platform icons so I’m guessing they’re not just talking about making it work with Proton.

No mention yet of Aspyr (who ported Civ 5 & 6) as far as I can see.

Literally the snippet posted by op.

What OP quoted doesn’t mention Proton at all and there is no Proton on Mac (at least built into the Steam client)

Not explicitly, but they say they will release it on steam "which also supports mac and linux". How do you think it does that? Through proton.

Steam also supports native games and not just Windows games. And it does not have Proton on Mac.

I give up. Your arguments are sound, but ultimatly we'll have to wait and see.

Yeah. For all we know they could be shipping Wine along with the Mac version themselves and use Proton on Linux…

Not explicitly

You said it "mentions ... only that proton will". Now you're saying it doesn't mention proton.

How do you think it does that? Through proton.

The issue is not about how games might be able to run but about what you wrote in your comment.
