The following can possibly make top 2 in 1024 scenarios:
TL: 76, 7% (tiebreakers required in 76, 7%)
NRG: 76, 7% (tiebreakers required in 76, 7%)
EG: 378, 37% (tiebreakers required in 266, 26%)
C9: 856, 84% (tiebreakers required in 160, 16%)
GG: 948, 93% (tiebreakers required in 252, 25%)
