Conservatives are obsessed with the idea that Harris gave Willie Brown blowjobs and it benefited her career. Why? Because they’re deranged, trashy misogynistic assholes and have not much to realistically criticize her about.

I think that the reference is not to her vice presidency but rather to incidents near the beginning of her political career. From Wikipedia:

In 1994, Speaker of the California Assembly Willie Brown, who was then dating Harris, appointed her to the state Unemployment Insurance Appeals Board and later to the California Medical Assistance Commission.
