the state resources are more expansive than that of any protest that has taken place; this is self evident from protests that took place and fizzled out like the on going genocide (hasn't yet fully fizzled out); to george floyd; to occupy wall street; etc. mostly due to continued pressures from all systems including manufactured narratives from popular media; legally enabling of police violence on protestors; clandestinely state sanctioned operators/agitators; plus many, many more methods.

Thus if the point of your protest is to create change by wearing down government, you are doing it wrong.
