An FIR is a First Information Report used by the police to launch an investigation. It is often the basis to send the suspect/accused to judicial custody aka jail, but for a limited time only.

The process of filing back-to-back FIRs is often a misuse of police powers & uses the 'process as punishment', as the accused is sent right back to jail on the basis of next FIR as soon as they are released from one stint under the previous. It is mentally, physically and financially torturous, and is often done at the behest of the political party in power or wealthy people who want to harass someone using state resources.
