I know it's a rookie question, but what are some good sites to stream F1 races in English?

Would recommend F1TV as you're in the US. It's very reasonably priced, and has loads of extra functionality and a reasonable picture quality.

Can't imagine watching F1 on a dodgy stream at 25fps.

While you most likely ment free services, I cannot recommend F1 TV top much. It costs only 10€/M which for me is 1.5 beers in bar less every month. I have been able to share my account with few friends and quality is really good.

I'm paying 8€ monthly somehow?! And it's really great and only gets better with multiviewer for f1. Being able to see multiple camera positions at once and - as of late - live transcriptions of team radio - is so much fun

You haven't stated your geographic location... but the common paid/legitimate approach is https://f1tv.formula1.com/ if it's available in your area. If you are a sky subscriber, I think they have an online thing too.

Mods are working on community rules, and starting next week discussion of pirate sources will be against community rules. For now they're taking no action on piracy threads and than to make an advisory comment similar to this one (I'm not a mod though), as they haven't finalized/published the rules. But non-legit sources won't be kosher to discuss next week.

Going to also recommend f1tv, not just because it’s reasonably priced but because unlike most crap like sunday ticket, it also gives you access to a massive trove of full race replays dating back multiple decades. (Further back, you don’t get the full season, but there’s still a TON there)

F1TV says "delayed race" coverage. What does this mean? If the race isn't live, how far behind is it? Am in the UK, wondering if the £20 a year is worth it.

Don't have or want Sky but believe they're the only way I can get race coverage on the day?

You can get it fully live at F1tv as well for a higher cost. Thats what I do so I cannot really say how delayed the cheaper account is, but I suspect it won't be available until after the race is concluded.
F1tv includes a lot of live stuff other than the main feed; "international" commentary, technical standing (tire age, track position etc) and helmet cam for most (all?) drivers. All of this can be switched between but also watched at the same time if you have multiple screens or use MultiViewer
