My guess is room for bust and hips. (Let's hope they didn't also shrink the pants pockets to the size of a quarter)

And I bet they are awful. I hate how womens clothes never fit me, have stupid necklines and end too far away from the waist, and never ever have pockets. I stopped shopping in the womenswear section years ago. I even buy mens army surplus if I need durable outdoor gear. I have ample hips, and bust, but menswear still fits.

I haven't been in any military, but my understanding is the army kit is usually terrible for men. but i can see, kit designed for men, would be even more uncomfortable for women. So, maybe this helps? I hope, but I am not a woman nor a soldier.
