Russian with emperial emblem, but lower red is first to burn off to white. Accidentially, the white-blue-white is a flag some parties pushed as an anti-war flag, but it was never supported by that emblem, so the first explanation is more realistic.

Maybe its also both, so the conductor can have plausible deniability but also display white-blue-white?
